Every legal layout is equally likely. There are 126 layouts for four hazards, 248 for six and 288 for eight. The hidden layout is sampled once at the start and never moves after a choice. One captured stake covers the round.

Its safe probability is K/N. Each eligible cell shows that probability; it is not a generic remaining-safe-cells ratio.
